This expert been retained as an expert in more than one hundred (100) cases and has been qualified and testified at several civil trials in state and federal courts. This expert most frequently has been retained on cases regarding use of force, false arrest, police pursuits/emergency vehicle response but has also been retained in several other areas. He has conducted several Sensitive Internal Investigations as an independent investigator for numerous municipalities and other entities regarding allegations of Police Misconduct. He also serves as an assessor for the Commission for the Accreditation of Law Enforcement Agencies (CALEA) and have conducted assessments of over thirty (30) law enforcement agencies throughout the United States, including reviewing agency policies, practices and training.

This expert has a decade of experience in the field of correctional internal investigations. He earned his BS in criminal justice administration from Northeastern State University and is a certified firearms instructor. He previously served as a deputy sheriff at the Adair County Sheriff Department, as an armed patrol agent for Command Security Services and as a lead corrections officer for the Jackson County Department of Corrections. He is currently a correctional officer academy instructor, a supervisor (lieutenant), and an internal affair/pre-employment background investigator for a county correctional department in Missouri.

This expert has had a long career in the field of law enforcement and criminal justice, with an emphasis on policy and technology. He earned a BS in Electronics Engineering from the University of New Mexico, a MS in Engineering Administration from George Washington University, and completed PhD honors coursework in engineering-economic systems at Stanford University. He has been active in the development of law enforcement software products, has managed system implementation for dozens of law enforcement agencies throughout the world, and has managed national programs in support of law enforcement and criminal justice agencies.
