This highly qualified expert has extensive experience in the study, evaluation, design, value engineering, and operation of water and wastewater treatment facilities. He has authored eleven textbooks and over 70 technical papers on the topic.He is the former executive vice president and national director of water and wastewater for HDR Engineering, and currently is an independent consulting engineer providing services related to water and wastewater treatment.

This expert has over 35 years of experience in the field of bridge design and construction. He earned his BS at the Portuguese Military Academy, and a Graduate Engineering Diploma and MS in Structural Engineering at the University of Witwatersrand (Johannesburg, South Africa). He is certified as a Professional Civil Engineer, as an Expert Analyst in Finite Elements Methods, and as an Advanced Concrete Technologist.
