This expert has been working on and with seafaring vessels for over 40 years. He graduated from Massachusetts Maritime Academy with a B.S. in Nautical Science and Marine Transportation and holds a U.S. Coast Guard Master License. A retired Captain of the Untied States Navy, he served on numerous Navy warships and was the Head of Maritime Affairs for the Chief of Naval Operations during Operations Desert Storm. Throughout his career he commanded tankers, containerships, research vessels, and high-speed ferries. After retiring from the Navy he served in multiple positions in the private sector and was the Safety Manager for Norwegian Cruise Lines. In this position he was responsible for all safety related issues in the operation of 3 US Flag large passenger ships. He was responsible for training, documentation of Standards of Training Certification and Watch Keeping, and International Safety Management compliance for ships with 3,000 passengers and crews in excess of 900 per vessel. Currently, this expert is the Director of Maritime Relations at a leading provider of private maritime safety and security solutions, while he also serves as a Maritime Nautical Inspector for the second largest open ship registry in the world, conducting safety, International Safety Management, and Port Security Inspection audits. He is also a Visiting Professor and Deck Training Officer at a major maritime academy.

This qualified expert has over 20 years of experience in the transportation industry. He previously worked at the New York City Transit in various capacities including Chief Transportation Officer. He was responsible for the training department, managing programs for instructing bus drivers. He currently works as Vice President of Operations for a transportation contractor in New York. His responsibilities include leading operations and safety improvements for locations in Staten Island, Brooklyn, and Harlem.

This highly qualified bus safety expert has directed and supervised all technical and business activities of a transportation consultancy for more than 30 years. Concurrently, he created and directed the operations of a transportation service company and the US distributor of a line of European manufactured buses. He belongs to the American Public Transportation Association, the National Association of Pupil Transportation, and the United Motorcoach Association. This expert’s involvement in school transportation began behind the wheel of a bus in the 1970s. In 1985 he served as Supervisor of a New York State Education Department Regional Safety Center and was involved in projects such as developing School Bus Driver Instructor and classroom student safety curricula. He returned to Syracuse University in 1989 and earned a Masters in Adult Education. After graduating he started two school travel safety non-profit organizations, The Pupil Transportation Safety Institute and then Safety Rules! where he currently works. He has served on numerous national task forces, committees, and advisory boards directing the future of school transportation for Federal Motor Carrier Safety Administration, National Association for Pupil Transportation, Transportation Research Board, School Bus Fleet, School Transportation News, Transporting Students with Disabilities Conference, and the Federal Head Start Bureau. This expert has presented at the National Safety Council Congress, the National Association for Pupil Transportation Conference, STN Western States Conference, the Mid-America Conference, National Head Start Association, Southeastern States Pupil Transportation Conference, Northeastern Pupil Transportation Safety Institute, Association for School Business Officials International, the All-Canada Conference, and numerous state conferences. He has developed manuals, training programs, and consulting services serving several states and some of the largest fleets in the country.

This subway operations expert served as a motorman/train operator for the New York City Transit Authority's subway system for almost 30 years. He is proficient in the operations of all facets of subways and SMEE equipment, including but not restricted to air brake systems, electrical systems, and full spectrum knowledge of undercarriage/body construction. He is also an expert in wayside signal operation, roadbed design, track and switch design, "Chemical Right to Know", and other OSHA required safety regulations.

This expert has more than three decades of experience securing public safety in municipal transit environments. As a Deputy Chief of a major transit network, he has authority over police operations in multiple areas of New York City, including in Penn Station. He has received advanced emergency management and intelligence training from FEMA, the FBI, and the DHS.

He completed courses at Northeastern University before earning his AS in transportation from University College at Northeastern University. He completed a bus operator and management trainee internship with the Chicago Transit Authority, a vendor warranty enforcement internship with the City of Philadelphia's Department of Public Property, and a metro LRV quality control cataloging and enforcement internship with the San Francisco Municipal Railway. This expert is active in his field as an avid railroad and transportation photographer, as well as an author and editor for several railway association publications. He has formerly served as a train operator for the MTA New York City Transit and the messenger service for George H. Dean Co. in Boston. Currently, this expert serves as a data collector and quality control specialist for the Central Transportation Planning Staff for a regional planning agency in Massachusetts.

He formerly served as a research program manager at the Center for Road Safety, as a consulting engineer at SGM Engineering, and as an assistant professor and associate director of the Institute for Sustainable Transportation and Logistics at SUNY Buffalo.
