He graduated from Massachusetts Maritime Academy with a B.S. in Nautical Science and Marine Transportation and holds a U.S. Coast Guard Master License. A retired Captain of the Untied States Navy, he served on numerous Navy warships and was the Head of Maritime Affairs for the Chief of Naval Operations during Operations Desert Storm. Throughout his career he commanded tankers, containerships, research vessels, and high-speed ferries. Currently, this expert is the Director of Maritime Relations at a leading provider of private maritime safety and security solutions, while he also serves as a Maritime Nautical Inspector for the second largest open ship registry in the world, conducting safety, International Safety Management, and Port Security Inspection audits. He is also a Visiting Professor and Deck Training Officer at a major maritime academy.

After his NTSB retirement, he became Assistant Vice President of Operations, Planning and Analysis for Rail Sciences Inc. As the son of a now 96-year old retired locomotive engineer who had 42 years of service, he grew up in a railroad family and became fascinated with trains and the rail industry, particularly safety.

This expert received his Masters degree in 1997 at McMaster University and in 2004, he was awarded his PhD from Carleton University. His PhD contribution resulted in significant changes in the 2005 National Building Code of Canada, NBCC. During his graduate studies, he taught several courses including Engineering Mechanics, Surveying, Highway and Transportation, Bridge Design, and Properties of Material. He joined Alfred Benesch & Company, a consulting company in the US, as a lead bridge engineer. He gained over seven years of bridge design experience. He has wide experience in bridge rehabilitation and design, and is knowledgeable in American Association of State Highway and Transportation Officials (AASHTO), and Federal Highway Association (FHWA) policies and design standards. His personal experience includes highway bridge analysis and design, rehabilitation and construction, and scour analysis for bridges.

This highly qualified expert is the founder and principal of a consultancy for technology and intellectual property investigation in electrical machines, electromagnetic devices, and their applications, particularly in the automotive, aerospace and transportation fields. He holds 49 US patents with 4 more applied for, and authored or co-authored twenty-two papers in referred journals. He is the recipient of ten Best Paper Awards, seven from the IEEE Industry Applications Society (IAS), and three from the Society of Automotive Engineers. This expert is also past President of the IEEE Industry Applications Society. This expert received a first degree in France from Ecole Suprieure d'Electricit and a PhD degree in Electrical Engineering from the Missouri University of Science and Technology. He then joined General Motors Research Laboratories, and, later on, Delphi Research Labs, when Delphi Corporation was spun off from General Motors.
