Security Expert Witnesses in New Hampshire

This expert has been working on and with seafaring vessels for over 40 years. He graduated from Massachusetts Maritime Academy with a B.S. in Nautical Science and Marine Transportation and holds a U.S. Coast Guard Master License. A retired Captain of the Untied States Navy, he served on numerous Navy warships and was the Head of Maritime Affairs for the Chief of Naval Operations during Operations Desert Storm. Throughout his career he commanded tankers, containerships, research vessels, and high-speed ferries. After retiring from the Navy he served in multiple positions in the private sector and was the Safety Manager for Norwegian Cruise Lines. In this position he was responsible for all safety related issues in the operation of 3 US Flag large passenger ships. He was responsible for training, documentation of Standards of Training Certification and Watch Keeping, and International Safety Management compliance for ships with 3,000 passengers and crews in excess of 900 per vessel. Currently, this expert is the Director of Maritime Relations at a leading provider of private maritime safety and security solutions, while he also serves as a Maritime Nautical Inspector for the second largest open ship registry in the world, conducting safety, International Safety Management, and Port Security Inspection audits. He is also a Visiting Professor and Deck Training Officer at a major maritime academy.

This expert has extensive experience in residential operations for correctional and treatment settings. He entered the field in the late 1970s, serving as the Director of Juvenile Services for Massachusetts Halfway Houses. More recently, the expert was the Director of Quality Assurance for the Department of Juvenile Services in Baltimore and the Quality Assurance Manager with Spectrum Health Systems Inc. He has dealt with operations in prison, substance abuse treatment, and mental health facilities. The expert is a member of the American Correctional Association and a certified PREA Auditor by the Department of Justice. He is currently a consultant with a healthcare firm, where he focuses on operational deficiencies in residential facilities.

This highly-qualified expert has extensive experience in the field of law enforcement. He earned his BS in sociology and criminal justice from Curry College and graduated from both the Boston Police Academy and the FBI National Academy. He also completed the senior executives program for state and local government at Harvard Kennedy School of Government and the national leadership preparedness initiative program at the Harvard School of Public Health. This expert is active in his field as a member of several organizations, including the FBI National Academy, the International Association of Chiefs of Police, the International Association of Emergency Managers, and the International Association of Financial Crimes Investigators. He spent the majority of his career with the Boston Police Department, starting as a police officer in the Drug Control Unit and eventually becoming the superintendent-in-chief. With the Boston Police Department, he was a certified hostage negotiator, implemented 7 World Championship events, oversaw the department's handling of the 2011 Occupy Movement, and was the incident commander for the 2013 Boston Marathon. Upon retiring from the Boston Police Department, this expert founded The Linskey Group, a security, law enforcement, and emergency management services consulting firm. Currently, he is the managing director of the investigations and dispute practices division of a global security and risk management firm.
