This expert has over 50 years of experience in commercial motor carrier and trucking industry. His work in the industry has focused on customary practices, standard of care, tractor-trailers, and compliance and safety training and practices for drivers, motor carriers, warehouses and forklifts. He received his certificate in traffic & transportation law & management from the University of Virginia and is active in his field as a member of the Association of Transportation Law Professionals and the Cardinal Criminal Justice Academy. He is certified by the Department of Transportation as a breath alcohol technician and factory authorized calibration technician, by OSHA as a train the trainer in forklift safety, and by FEMA through their emergency management institute. He previously served as the vice president of Russell Transfer, Inc., the senior vice president of Valley Transport Associates, and corporate secretary of Fleetmaster Express, Inc. This expert is currently the managing member of a transportation safety and compliance consultancy in Virginia.

This expert began his professional career within the field of behavioral health in 1989 while working towards the obtainment of his undergraduate degree in Psychology. Since his graduation in 1991 he has worked in progressively responsible positions within mental/behavioral health, criminogenic, and substance abuse treatment modalities. This expert has served as the Program Director and Primary Therapist for a Long Term Trauma Recovery Program, as the Program Director for a co-authored program providing contracted services to PA DOC, as the Facility and AOD Director of a 185 bed Specialized Community Correctional Facility, and as the Center Director for outpatient centers which include medically assisted treatment service deliveries; to name a few. This expert has worked extensively as a behavioral therapist, from the front line to planning, designing, implementing and administering tailored programs. This expert has extensive experience maintaining full licensure, accreditation, credentialing and certification in various modalities, such as residential and outpatient venues under multiple regulatory bodies (ACA, CARF, DDAP). He has demonstrated a proficiency at managing both large and small staffs, and maintains teaching or practicing certifications in: Critical Incident Stress Management, Rational Emotive Behavioral Therapy and Trauma Therapy. In addition to his full time work, this expert serves as an adjunct professor in the Sociology and Anthropology department of Wilkes University providing instruction to undergraduate students and as part of the Criminal Justice Advisory Board. Additionally, has operated a small private practice providing program development, grant drafting, consultation and evaluation, along with counseling since 1996. He can provide expert testimony on the effects of different brain states and function, in both health and disease, and their potential association with with legal culpability and liability. He currently serves as the Chairman of the Department of Psychiatry at a leading university in the USA, and has over 12 years experience as Chairman in Psychiatry Departments in the USA. His research focus is in the neuropsychopharmacology of addiction, addiction and pain, pain treatment, impact of genetics on human behavior, the basic, molecular, and the brain imaging sciences related to the functioning of the brain in health, disease and addiction. In recognition of his academic, scholarly and professional achievement, he is a Fellow of the Collegium Internationale Neuro-psychopharmacologicum and a Distinguished Fellow of the American Psychiatric Association. He is the recipient of numerous professional and scientific awards, including the Jack Mendelson Award at the NIH, which is awarded to individuals who have made distinguished contributions to our understanding of the science of addiction.
