He then earned his MS and PhD in civil engineering/construction engineering and management at University of Cincinnati and Purdue University, respectively. This expert is a certified cost professional and a licensed professional engineer. He has authored over 200 publications that relate to warranties, process improvement, project controls, capital rehabilitation planning, strategic planning, and decision-making as well as books related to infrastructure planning, engineering, economics, and cost engineering. Currently, he serves as a professor of civil engineering as well as a professor and head of the division of construction engineering and management at a renowned Indiana university. He is also the principal consultant for a legal engineering consultancy.
